Germany is the world’s second largest development donor after the US, and the European Union’s (EU) largest aid provider. And yet its financial heft is not commensurate with its positioning on development in the EU. For the second time, Germany reached the aid target of 0.7 percent of gross national income (GNI) in 2020 (the first being in 2016, albeit in part due to its response to the high influx of refugees into the country), making significant contributions to the global pandemic response, including through the EU, COVAX, and the WHO. With a new government taking over the helm of the country and building on its financial firepower, Germany now has the opportunity to fully embrace a leadership role in the EU as an agenda-setter in development, driving forward innovative ideas, rather than as a mere broker.

Europe in the world: How the European Green Deal could influence global climate action and sustainable development

The European Union (EU) announced its European Green Deal (hereafter Green Deal) at the global Climate Conference in Madrid in 2019, stating its intention to make Europe carbon neutral by 2050. The EU has been a global leader on the international stages of climate and sustainability, constantly pushing for more action at home and in the international negotiations. In that sense, through the Green Deal, the EU recognizes that its domestic action alone will not set the world on track for the deep needed transition towards sustainability. Rather, it notes and takes seriously the role it could play globally by acting as a role model and by directly stimulating action beyond borders.

Ein Europa „im Aufbruch“ braucht nicht nur rhetorische Visionen, sondern auch praktische Gestaltungsmacht. Nachdem im militärischen Bereich (Stichwort: Europäischer Verteidigungsfonds) bereits zaghafte Versuche gestartet wurden, ist es an der Zeit, das Zukunftsprojekt „Europäisierung der Entwicklungszusammenarbeit“ in Angriff zu nehmen, d.h. die Integration aller öffentlichen Entwicklungsleistungen der EU-Kommission und der EU-Mitgliedsländer. Die Entwicklungszusammenarbeit (EZ) ist der Politikbereich, der sich geradezu für eine Europäisierung aufdrängt.

Globale Herausforderungen brauchen globale Lösungen.

Spätestens die Auswirkungen der Flüchtlingskrise sollten uns allen bewusstgemacht haben, wie wichtig eine umfassende Entwicklungspolitik ist. Bis heute sind Millionen Menschen auf der Flucht vor Krieg, Terror, Hunger und Elend. Diese Not sollte uns Europäern – gerade vor dem Hintergrund unserer eigenen konfliktreichen Geschichte – Grund genug sein, schnellstens auf nachhaltige Lösungen im Sinne dieser Menschen hinzuwirken.
